A taxpayer's case for a population law
Manu Gaur is the National President of the Taxpayers Association of Bharat (TAXAB), a citizens' forum that argues India's hardest problems — polluted air, adulterated food, scarce water, strained infrastructure, unemployment — are downstream of unchecked population growth.
Since 2017 he has led the #Bharat4PopulationLaw campaign, taking the demand for a national population law to Governors, Chief Ministers, Union and state ministers, Members of Parliament, and to the President of India.
He is the principal author of the draft Responsible Parenthood Act 2019, handed to President Ram Nath Kovind by a delegation of parliamentarians in February 2019, and has been a consistent voice in national television debates and editorial pages on the subject.
He served as a member of the expert committee, chaired by Justice (Retd) Ranjana Prakash Desai, that drafted the Uniform Civil Code, Uttarakhand, 2024 — the first such code in independent India — and continues to work on its implementation. He is also a member of Uttarakhand's Strategic Advisory Committee, constituted in June 2025, where he pressed the case behind the state's Minority Educational Institutions Act, 2025.
